If, having read their entire issue, you find yourself asking why it is that women and children seem to be murdered in droves, the only answer is that they are so easy to kill, and the law does little to protect them. In the case of Howard Hughes, he was known to be a danger to the public yet the police could do very little to prevent him attacking another child. They were as frustrated by the restraints placed upon them in this matter as anyone. It is a sad fact that you have to wait for a crime to be committed before society can be protected from atrocities. To be forewarned is to simply wait and worry, impotently.

Could the police have reasonably done anything to prevent the murder of the old lady who cared for her disabled neice in Edinburgh? She fell prey to a vicious stalker who staked out her home – and even called on her, giving her a pretty good idea that her life was in danger. But there was – and still is – no crime stalking, which is what the police told her when she reported her fears to them and asked for protection. Yet stalkers who become violent, and kill, are hardly a new phenomenon. Popular opinion suggests that legislation to stamp it out and make it a crime are long overdue.
