If, having read their entire issue, you find yourself asking why it is that women and children seem to be murdered in droves, the only answer is that they are so easy to kill, and the law does little to protect them. In the case of Howard Hughes, he was known to be a danger to the public yet the police could do very little to prevent him attacking another child. They were as frustrated by the restraints placed upon them in this matter as anyone. It is a sad fact that you have to wait for a crime to be committed before society can be protected from atrocities. To be forewarned is to simply wait and worry, impotently.
